"The illegal drug trade is the financial engine that fuels many terrorist organizations around the world,” then-speaker of the house Dennis Hastert said in September 2001 as he announced the formation of a new task force to combat drug trafficking.
A program of the Reagan administration, Zero Tolerance gave the Coast Guard the right to seize and put up for auction any vessel with any amount of drugs found on board. The program was quickly modified after two million-dollar yachts were seized within two weeks for having a fraction of an ounce of marijuana on board.
Over 100 million vehicles, 55 million commercial airline travelers, and 40 million pedestrians pass through U.S. border crossings and ports-of-entry every year.
In 2002 a federal government study showed 323,000 new users of cocaine under the age of 18.

Drug Trafficking
