Paul is pro-life, but opposes all federal laws banning or restricting abortion and birth control, believing that these are matters relegated to state control under the Tenth Amendment. Thinks Roe v. Wade should be overturned and states should decide legality.
Paul believes parents are in the best position to make education choices for their children and introduced the Family Education Freedom Act, which would allow parents a tax credit for tuition at the school of their choice or allow for home schooling, which he advocates.
Paul co-sponsored legislation to encourage alternative energy and provide tax credits for the use of wind energy. He strongly believes polluters should be forced to pay for damages done to another's property.
Paul believes that humans have had an impact on global warming but opposes the Kyoto Protocol since all countries are not required to participate. He advocates reducing emissions and ending subsidies to oil companies.
Paul believes in health care reform that makes all medical expenses tax deductible, expands Health Savings Accounts, removes federal regulations, and encourages competition. He also believes in what he calls "health freedom," and he voted for the Access to Medical Treatment Act, which expands American's access to alternative medicine. He opposed the Homeland Security bill that would have allowed forced vaccination of Americans against smallpox.
Paul believes that the United States must first secure its borders and coastlines and enforce existing visa laws, citing the fact that several of the 9/11 terrorists were in the United States with expired visas.
Paul supported strict immigration overhaul legislation that did not provide a path to citizenship for illegal immigrants, and he supports revising the Constitution to revoke the citizenship of infants born in the United States to undocumented parents. He also voted to authorize construction of a 700-mile fence along the U.S.-Mexican border.
Paul supports the definition of marriage as between a man and a woman, and he supported the Marriage Protection Act. However, he opposes a federal definition of marriage and is against a measure to amend the Constitution to ban same-sex marriage, stating that this should be left to the states. He believes states should not be forced to recognize another state's same-sex marriage law. He opposes the extension of federal marriage benefits to include same-sex couples.
Paul opposes Bush's plan allowing workers to divert some Social Security payroll taxes into private retirement accounts, and he proposes cutting payroll taxes to allow workers to invest the money themselves. He says excessive government spending is the true cause of Social Security problems and he opposes all taxation of Social Security benefits. Introduced an act to ensure that money paid into the system is only used for Social Security and one to prevent immigrants who have not paid into Social Security from receiving benefits.
Paul believes in open trade, rather than free trade, and calls for more diplomacy with other nations. He believes in non-intervention in other countries and supports bringing troops home from many of the countries in which the nation has armed forces deployed. He believes this should be done so that America can refocus on security at home.
Paul advocates a non-interventionist foreign policy, so he voted against the use of military force in Iraq. Although he supports withdrawing troops from Iraq, he opposed the war spending bill which included a plan to withdraw most U.S. troops by March 2008. He calls for a repeal in the authority given to the president in the 2002 Iraq War authorization vote and believes military victory in Iraq is "unattainable."
