The Constitution Party was founded in 1992 as the U.S. Taxpayers Party. The man who was most responsible for establishing the party was Howard Phillips, a veteran conservative political activist who had left the Republican Party in 1974 after feeling that the party was insufficiently conservative.

The Constitution Party feels that education cannot be separated from religious faith. There should be no intervention in education by the Federal government. "All teaching is related to basic assumptions about God and man. Education as a whole, therefore, cannot be separated from religious faith. The law of our Creator assigns the authority and responsibility of educating children to their parents. Education should be free from all federal government subsidies, including vouchers, tax incentives, and loans, except with respect to veterans." For more, read the
